FOIA Policy

Overview

Jefferson Parish is committed to transparency and open government. In accordance with the Louisiana Public Records Law (La. R.S. 44:1 et seq.), members of the public have the right to inspect, copy, or reproduce public records maintained by Jefferson Parish.

This policy outlines how to submit a public records request and what to expect during the process.

What Are Public Records?

Public records include all books, records, writings, accounts, letters, maps, photographs, films, recordings, memoranda, and any other documentary materials, regardless of physical form or characteristics, that are used, being used, or prepared, possessed, or retained for use in the conduct of public business.

Certain records are exempt from disclosure under Louisiana law, including but not limited to:

  • Records the disclosure of which is prohibited by state or federal law
  • Attorney-client privileged communications
  • Records pertaining to pending criminal investigations
  • Personnel records protected by statute
  • Trade secrets or proprietary business information submitted to the Parish

How to Submit a Request

Public records requests must be submitted through our online request form on this website.

When submitting a request, please include:

  • A clear description of the records you are seeking
  • The date range relevant to your request (if applicable)
  • Your preferred format for receiving records (electronic or paper copy)
  • Your name and contact information

You are not required to provide a reason for your request.

Response Timeframe

Jefferson Parish will respond to public records requests within 3 business days of receipt, as required by Louisiana law (La. R.S. 44:35). The response will either:

  • Provide the requested records, or
  • Acknowledge receipt of the request and provide an estimated date of completion, or
  • Notify you if the requested records are exempt from disclosure and cite the applicable legal basis

Complex or voluminous requests may require additional time. You will be notified if this is the case.

Fees

Fees for public records may apply to cover the cost of search, retrieval, copying, and mailing. Jefferson Parish will notify you of any applicable fees prior to fulfilling your request. Records provided in electronic format may be available at reduced or no cost.

Fee waivers may be available in certain circumstances. Contact the Public Records Office to inquire.

Exemptions and Denials

If a request is denied in whole or in part, Jefferson Parish will provide written notice stating the legal basis for the denial. You have the right to challenge a denial by filing a lawsuit in the appropriate Louisiana district court under La. R.S. 44:35.

This policy is governed by the Louisiana Public Records Law, La. R.S. 44:1 et seq. Nothing in this policy is intended to limit rights granted under Louisiana law.
